In a controversial decision, the Mehbooba Mufti govt in Kashmir has decided to compensate the family of Hizbul Mujahedeen terrorist Burhan Wani for the killing of his brother Khalid Muzaffar Wani in April last year.
 
Khalid died in firing by security forces last April. The govt has approved compensation for 17 people - a move that is being questioned by both allies and the opposition.
