New Delhi: Former bureaucrat AK Jain on Friday blamed the UPA government for targeting Narendra Modi when he was the Chief Minister of Gujrat by bending rules. Jain handled the communal affairs desk in the Home Ministry in 2004.
 
 
Former Joint Secretary AK Jain said he received several references from the National Advisory Council (NAC), then led by Congress president Sonia Gandhi, asking the government to setup a parallel enquiry in the Godhara train burning incident.
 
Jain red-flagged the proposal as it was legally untenable that the railway ministry order a departmental enquiry under Justice Banerjee to examine the Godhara incident. 
 
NAC then headed by Sonia Gandhi ordered a second probe in the Godhara carnage which was legally not permitted but there was too much pressure on the Home Ministry, he alleged.
