Of the 18 arrested, two detained are low-rank Army officers. Police suspect that there might be an involvement of army men in leaking the paper.
The police on Saturday night discovered the question papers after conducting raids at several places in Goa, Thane, Nashik, Pune and Nagpur.
All the accused are being questioned by the police to get more information about the cheating syndicate.
Army Headquarters have been notified of the development and a copy of the paper is being shared to determine its authenticity.
