Nation At 9: Siddaramaiah sends SOS to PM, who set Cauvery on fire?

A dawn-to-dusk Karnataka ‘bandh’ called by pro-Kannada outfits to protest against the Supreme Court’s direction to release Cauvery river water to Tamil Nadu threw normal life out of gear in many parts of the state including Bengaluru. 
Thousands were stranded across the state, with transport and communication thrown completely out of gear. The bandh has, especially, hit Bengaluru with the state government extending its tacit support to the protestors. With Tamil Nadu remaining resolute in its stand to not relent on its water demand, there remains no end to the deadlock in sight. 
Apprehensive of losing control of the state, Chief Minister Siddaramaiah has written to the Prime Minister asking for him to chair an emergency meeting with his Tamil Nadu counterpart. 
The question is why did the leadership in Karnataka wait so long before petitioning the PM? And most importantly have both the antagonists played parochial politics over a sensitive issue to pursue their own ends?
