Menon: India has to deal with multiple Pakistans

New Delhi: Former NSA Shivshankar Menon exclusively spoke to NewsX Foreign Affairs editor Geeta Mohan saying that there cannot be a coherent policy towards Pakistan as one had to deal with many Pakistans within Pakistan. 
While dealing with Pakistan, it was not just the government there, but also the ISI, the Army which was being used as an instrument of state policy.
Responding to NewsX question whether India was dealing with a failed state, NSA Shivshankar Menon said that he doesn’t think Pakistan was a failed state. In fact, there was a deep state in Pakistan, which was working very efficiently according to its own standards. Menon said that India should never underestimate Pakistan..... but that should not stop us from following our own agenda and interests while dealing with the rest of Pakistan. It was very important for India to deal with civilian government there.
