NEW DELHI: The apathy of the hospitals in Delhi/NCR has once again come in the fore where two different incidents have been reported that clearly indicate how brutal the systems of these government hospitals are actually heading.

A nine-year-old girl who was raped on Monday morning was denied treatment by Safdarjung Hospital, New Delhi and Civil Hospital in Gurgaon for different reasons. 

A resident of Subhash Nagar, the girl was raped by her 17-year-old cousin residing in the same area on Monday. The minor started bleeding after she felt unwell and her family rushed her to the Civil Hospital around 7PM. Sources inform that instead of starting treatment for her, the girl was referred to be taken to Safdarjung Hospital in the capital.

As the family arrived the government hospital around 9 PM, the doctors there concluded that she was raped but denied giving her medical assistance stating that Civil Hospital should have done that and prepared a medico-legal report. 

Ultimately, the distressed father took her back to Civil Hospital where there was no medical staff to attend the victim and she was sent back home as there was no lady doctor in the night shift to attend the girl.  

Speaking about the incident, ACP (Crime) Rajesh Kumar explained, “We were not informed by either the hospital or the family initially. An immediate action was taken after we were informed about the matter and the accused was also arrested. He, booked under sections 376 (rape) of IPC and 4/12 of POCSO Act was produced in a juvenile court on Tuesday and sent to shelter home in Faridabad.” 

Child Rights Activist Rajmangal Prasad expressed that the health authorities have been extremely insensitive. “Law has been ignored here. It’s a case under POCSO Act. Even a private hospital can’t deny medical aid to the victim,” he was quoted in a media report.

In another episode in the national capital, father of a six-year-old girl has accused the All India Institute of Medical Sciences (AIIMS) of a fraud operation. 

Pavan Kumar, originally from Bareilly in Uttar Pradesh stated that his daughter has been on dialysis since March 14 but both the kidneys of his daughter were removed by the doctors during a surgery recently.

In his complaint with the police, Kumar said that he approached AIIMS last year with his daughter who suffered an issue in her left kidney and a senior surgeon of the paediatrics department told the family that they kidney will have to be removed.

The surgery took place on March 14 and after few days, the girl again complained of severe pain following which a scan was taken that showed shocking results. The scan reports displayed that there was no kidney visible in the girl’s body.

“I asked the doctor at AIIMS who failed to answer my queries. Even the administration of the hospital did not help following which I approached the Hauz Khas police,” claimed the father.
Dating December 8, a test report at AIIMS said that the right kidney of the girl was in good condition. 

Following the charges made by the father, the hospital has set up a high-powered committed of senior professors to investigate the matter.

 “The charges made by the patient’s father are of serious nature and a high-powered committee of senior professors has been constituted to investigate the matter and settle this out,” a senior doctor said.

A meeting was held on May 20 by the Committee and is scheduled to meet again this week before submitting its report, the doctor said.
