The peace talk which Pakistan is facilitating between Afghanistan and Taliban is being appreciated worldwide. China is also equally cooperating and encouraging this initiative and in fact, it is believed that China has build up pressure on Pakistan for initiating this move.
Who are the participants of Peace talks?
The list of participants for peace talks includes Pakistan, Taliban, Afghanistan and China, while other western countries are as observer. Two meetings have been conducted so far, one was held in Xinjiang, western province of China and other was held on July 7 in the Pakistani hill station of Murree.
Though, the Pakistan and the Afghan government statements did not mention any of the participants by name, a Pakistani intelligence official familiar with the meeting said the Taliban delegation was led by Mullah Abbas Stanekza and also included Mullah Jalil, both considered important Afghan Taliban leaders as reported.
From Afghanistan side, Deputy Foreign Minister Hekmat Karzai led President Ghani’s team, which also included a member of the High Peace Council.
Is it really a peace talk?
Once Ashraf Ghani took the charge of the President of Afghanistan, his priority was to establish peace in his country and wanted settlement with Taliban. He looked for Pakistan to negotiate the talk between Kabul and Taliban as Pakistan has strong hold on Taliban. If we go back to the history on rise of Taliban, then we can trace down the strong role of Pakistan in creation of Taliban. For pressuring Pakistan, Ashraf made visit to several countries like Saudi Arabia (twice), China, US, UK, UAE, Germany and Iran.
Before this visit, there were several informal contacts between the Taliban and Afghan government representatives in Qatar and Norway.
This effort is not new. Such initiative has already taken by previous President Hamid Karzai, but nothing happened.
Pakistan involvement in any such talks is being seen with suspicious eyes in Afghanistan and its cabinet as it is known to everyone that it is Pakistan who has created all these mess inside Afghanistan and still creating.
Why Pakistan and China got ready in meddling with the internal issue of Afghanistan as China always try to distance itself from internal issues of other countries? It is none other than curtailing India’s strong presence in Afghanistan. Since 2004, India has signed many MoUs and projects in different area like infrastructure and institutions, education and technical assistance to rebuild indigenous Afghan capacity in different areas.
Pakistan wants to discourage Indian presence in Afghanistan and stepping into Afghanistan for various activities which can harm India and can lose the tie between the both countries, and it has already been done in some way by Afghanistan. By sending Afghan cadets for military training to Pakistan, allowing Pakistani intelligence agency to interrogate detainees in Afghanistan, conducting military operations on Afghan soil build up trust between Afghanistan and Pakistan which Pakistan was yarning since long as Hamid Karzai had neglected it totally.
But there is no full support to Ghani for such steps. Inside his cabinet, there is trust deficit which can get stronger in coming days. Nasrullah Sadieqizada, an Afghan parliament member, called the talks “Pakistani propaganda.”
Problems surfacing in this peace talk
Before having any peace talk between any insurgent/extremist/terrorist groups and the state, the basic requirement is to undergo ceasefire, which is not done in this case.
There was no debate or discussion inside the cabinet of Afghanistan regarding this Peace talk. As this election and this new power came up with new form of government after with the intervention of Western countries which is named as “Government of National Unity” and a new post was created Chief Executive Officer (CEO), and Abdullah was appointed as CEO, having strong decision on any issue is not easy.

To which Taliban basically Afghanistan talking to as there has been factions inside Taliban. What are the terms and conditions of this peace talk? Whole of Afghanistan is kept under dark.
The twist in this peace talk came to the light is death row of Mullah Omar, Chief of Taliban. Afghan government has confirmed the death of Mullah Omar two years ago in Pakistan. The Taliban has rejected reports of any fresh round of peace talks expected on 31st with the Afghan government, though, there is no comment on the demise of Mullah Omar.
If Mullah Omar, the chief of Taliban is dead two years back, then who are leading or heading this group and under whose guidance this whole peace talk has been initiated. How Mullah Omar’s massage were kept propping up and made public by the Taliban.
Mullah Omar has not been found openly for over 10 years and the Taliban themselves are divided and three splinters groups have been formed, some of them have accepted the allegiance to ISIS.
Now what next? Everyone in the world and in Afghanistan in particular came to know about this fact. So, questions and credibility of Pakistan and China is in doubt. How Ghani would defend himself to his cabinet and most importantly Afghan?
Analysis: No doubt this initiative is to be praised. Participation is more important than winning a game, but this is not a game which Pakistan is playing with Afghanistan coached by China. Since last 10 years, Pakistan was neglected and ignored by Hamid Karzai, former President of Afghanistan. Since, it got the opportunity to strengthen its position and re- establishes itself on Afghan soil, it won’t leave any stone unturned. China back up is another boast up for Pakistan to discourage and weaken the India position. China at the other hand want peace in Afghanistan so that its western province Xinjiang could not get much affected from Islamic extremism. Apart from this, China would get its position stronger in Afghanistan by investment which will also shadow the India’s role in reconstruction of Afghanistan.
