The Monsoon Session of Parliament begins today, July 21, and will continue until August 21. The session will include 21 sittings across 32 days. Both Houses will adjourn on August 12 to reconvene on August 18, allowing for Independence Day celebrations.
This is the first session since Operation Sindoor, India’s targeted strike on terror camps in Pakistan following the April 22 terror attack in Pahalgam, Jammu and Kashmir, which killed 26 people, mostly tourists.
Union Minister for Parliamentary Affairs Kiren Rijiju said the government has identified 17 items for the session’s legislative business, including 15 bills. These bills include:
Income Tax Bill, 2025: Introduced on February 13 and referred to a Joint Parliamentary Committee chaired by BJP MP Baijayant Panda.
Manipur GST (Amendment) Bill, 2025: To revise the 2017 tax law in Manipur.
Taxation Laws (Amendment) Bill, 2025: To update existing tax laws.
Jan Vishwas (Amendment) Bill, 2025: Aimed at easing business procedures.
Indian Institutes of Management (Amendment) Bill, 2025: To include IIM Guwahati in the 2017 IIM Act.
Bills of Lading Bill, 2024, Carriage of Goods by Sea Bill, 2024, Coastal Shipping Bill, 2024, Merchant Shipping Bill, 2024, Indian Ports Bill, 2025.
Readjustment of ST Assembly Representation in Goa Bill, 2024.
Geoheritage Sites and Geo-relics Bill, 2025, Mines and Minerals (Amendment) Bill, 2025, National Sports Governance Bill, 2025, National Anti-Doping Amendment Bill, 2025.
The Opposition, led by the INDIA bloc, plans to question Prime Minister Narendra Modi on multiple issues. These include Operation Sindoor, and US President Donald Trump’s repeated claims of brokering peace between India and Pakistan.
Congress MP and Deputy Leader in Rajya Sabha, Pramod Tiwari, demanded the Prime Minister’s presence and response. He said, “Parliament is more important than travelling abroad,” referring to Modi’s planned visit to the UK and Maldives from July 23 to 26.

Kiren Rijiju stated that the government remains open to discussions on all topics, including Operation Sindoor. However, he clarified that any debate must follow the rules and procedures of the Houses. Final decisions will rest with the Business Advisory Committees of both the Lok Sabha and Rajya Sabha.

After Lok adjourned till 2 pm on the first day of the Monsoon session, LoP Lok Sabha Rahul Gandhi says, “The question is- the Defence Minister is allowed to speak in the House, but Opposition members, including me, who is the LoP, are not allowed to speak…This is a new approach…The convention states that if people from the government side can speak, then we should also be given space to speak…”
RJD leader Tejashwi Yadav says, “The Assembly session has started today… Our demand is that a discussion on Special Intensive Revision (SIR) should be held in the Legislative Assembly… Bihar is the cradle of democracy, and if anyone tries to end democracy here, we will not sit quietly… We will fight this battle to ensure that our poor are not deprived of their voting rights and their existence is not erased…”

On Day 1 of the Monsoon Session of Parliament, the Rajya Sabha witnessed a ruckus over the discussion on Operation Sindoor. Kharge questioned the killing of the Pahalgam terror attackers and referred to US President Donald Trump’s claim about his interference to stop a war between India and Pakistan.
Prime Minister Narendra Modi, ahead of the Monsoon Session of Parliament 2025, praised the unity shown by Indian political parties in the aftermath of the Pahalgam terror attack.
“The brutal atrocities and the massacre in Pahalgam have shaken the entire world,” said PM Modi. He noted that representatives from most political parties, rising above party lines and prioritising national interest, travelled to various countries and ran a coordinated, effective campaign to expose Pakistan’s role in terrorism before the global community.
“I want to appreciate all those Members of Parliament and political parties for the important work they did in the interest of the nation. Their efforts helped create a positive environment across the country. The world has now opened its mind to India’s concerns, and our parliamentary delegations played a crucial role in this. I feel fortunate to acknowledge their contribution today,” the Prime Minister added.
Monsoon Session Will Celebrate India’s Strength, Inspire the Nation
Referring to the upcoming Monsoon Session, PM Modi said, “This session, too, will reflect the same spirit. It will praise India’s military strength, celebrate the nation’s capabilities, and inspire 140 crore citizens of India.”
He appealed to all members of Parliament to show the same unity within the House as the nation has witnessed outside. “The country has seen the strength of unity. Let this Parliament reinforce that strength and take it forward,” he urged.
National Interest Must Prevail Over Party Agenda
Acknowledging political diversity, PM Modi stated, “It is true that every party has its own agenda and differing views, but I also recognise that while parties may not always agree in their own interests, they often come together for the nation’s interest. This is the reality of Indian democracy.”
Concluding his address, PM Modi said, “This Monsoon Session is poised to advance the country’s development journey. Several important bills aimed at empowering citizens and accelerating progress will be introduced. I am confident that the House will engage in meaningful and extensive debate. I extend my best wishes to all Members of Parliament for a productive and high-quality discussion.”

But today, the reach of Naxalism and Maoism is shrinking rapidly. With a strong resolve to uproot them completely, the nation is moving swiftly on the path of success. And I say this with pride—there are hundreds of districts across the country now breathing freely, having been freed from the grip of Naxal violence.
We are proud that in front of bombs and guns, the voice of India is winning. It is clearly visible that regions once known as the ‘Red Corridor’ are now transforming into ‘Green Growth Zones’. These developments are a moment of pride for every Member of Parliament present here. And in this session, the whole country will hear this anthem of pride through Parliament.
Economic Transformation Since 2014
In the economic sector as well, when all of you entrusted us with responsibility in 2014, the country was going through a fragile financial phase. At that time, India was ranked 10th in the global economy. Today, India is advancing rapidly toward becoming the world’s 3rd largest economy.
In recent years, 25 crore people have come out of poverty. Before 2014, inflation was in double digits. Today, inflation has come down to around 2%, bringing relief to the common citizen. Life has become more convenient. Low inflation combined with high growth is a sign of a healthy developmental journey.
India’s Global Digital Impact
Under Digital India and UPI, the world is now recognising and being drawn to a new strength of India. UPI has established its name in the fintech world. India now leads in real-time digital transactions—more than any other country in the world. What the world is achieving in this space, India is surpassing.”
This is a very proud session. It is, in itself, a celebration of victory for the nation. When I say that this session is one of national pride and victory, I begin by mentioning the historic moment when, for the first time, the Indian flag waved at the International Space Station. That moment is a matter of immense pride for every Indian. It also reflects a successful journey in the field of innovation and science.
This Monsoon Session is a celebration of victory. The entire world has witnessed the strength of India’s armed forces. In Operation Sindoor, the Indian Army achieved 100% of its targeted objectives. Within just 22 minutes, our forces entered the terrorists’ territory and neutralised their base. I had already announced this during a program in Bihar, and our military proved it true in record time. The world has also been drawn to the new face of ‘Made in India’ military strength.
I firmly believe that when Parliament expresses these proud emotions in one voice during this session, it will further empower and encourage our armed forces. It will inspire the country. The defence sector, where ‘Made in India’ equipment is being developed, will gain momentum. And this will also open new opportunities for India’s youth.”
PM Modi Speaks On Operation Sindoor

Rajya Sabha Business Advisory Committee and the Lok Sabha Business Advisory Committee are scheduled to meet at 1300 hours and 1430 hours, respectively, today. The Rajya Sabha Chairman will chair the Rajya Sabha Business Advisory Committee meeting, while the Lok Sabha Speaker will chair the Lok Sabha meeting. In both houses, the Business Advisory Committee meetings will finalize the agenda , deciding which business will be taken up and which issues will be discussed.

I appeal to politicians. Avoid personal attacks. Time for us to stop calling politicians, names. It does no good to our culture when, in various political parties, people take on senior people of other political parties and call them names. We must have an absolute sense of decorum, mutual respect — and that is the demand of our culture. We otherwise cannot have unity in our thought process.
