The Telangana State Election Commission (TSEC) on Monday announced the schedule for the second ordinary elections to rural local bodies across the state. The elections will be conducted in multiple phases, covering Mandal Parishad Territorial Constituencies (MPTCs), Zilla Parishad Territorial Constituencies (ZPTCs), and Gram Panchayats.
Election Schedule
• MPTC & ZPTC Polls: Phase 1 on October 23 and Phase 2 on October 27.
• Gram Panchayat Polls: Phase 1 on October 31, Phase 2 on November 4, and Phase 3 on November 8.
A total of 12,733 Gram Panchayats, 5,749 MPTCs, and 565 ZPTCs will go to polls. Together, they account for 112,288 wards and over 1.67 crore rural voters (81.65 lakh men, 85.36 lakh women, and 504 others).
The Commission stated that all pre-election activities have been completed in line with the Telangana Panchayat Raj (TPR) Act, 2018. Following directives from the Hon’ble High Court to complete the election process by September 30, 2025, the Commission sought a 45-day extension. The State Government concurred with the proposed schedule after finalizing reservations for all rural bodies through G.O.Ms. Nos. 41 and 42 dated September 26, 2025.
A state-level review meeting chaired by the Commissioner with senior officials, including the Chief Secretary and DGP, was held on September 27. Officials assured full preparedness to ensure the smooth conduct of the polls.
The polls will be conducted using ballot boxes and ballot papers. To meet the requirement, ballot boxes have been borrowed from Gujarat, Karnataka, Maharashtra, and Andhra Pradesh.
Exemptions and Statistics
Polling in 14 MPTCs, 27 Gram Panchayats, and 246 wards has been withheld due to stay orders issued by the High Court. In total, elections will be held across 31 districts, 565 mandals, 31,300 MPTC polling stations, and 1,12,474 polling stations for Gram Panchayats.

Appeal for Peaceful Voting
The Commission appealed to voters and candidates to strictly observe the Model Code of Conduct and ensure free and fair polling. It also urged the media to encourage voter participation for the success of the democratic exercise.
