Saudi Arabia Starts Makkah Entry Ban

Who can enter to Makkah after this rule?

Foreign residents in Saudi Arabia won’t be allowed to enter Makkah without a permit starting from April 13. The Ministry of Interior will be issuing special permits to control the flow of people into Makkah.
