Parliament Monsoon Session News: Union Home Minister Amit Shah on Wednesday introduced the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, the Government of Union Territories (Amendment) Bill, 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, in the Lok Sabha.

The Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, seeks to amend articles 75, 164 and 239AA of the Constitution, for providing a legal framework for the removal of the Prime Minister or a Minister in the Union Council of Ministers and the Chief Minister or a Minister in the Council of Ministers of States and the National Capital Territory of Delhi in such cases.

“It is expected that they rise above political interests, and the character and conduct of Ministers holding the office should be beyond any ray of suspicion, said the Bill’s objective.

Home Minister Amit Shah also tabled the Government of Union Territories (Amendment) Bill, 2025 and Jammu and Kashmir Reorganisation (Amendment) Bill, 2025.

The Government of Union Territories (Amendment) Bill, 2025, seeks an amendment to Section 45 of the Government of Union Territories Act, 1963, by the Constitution (130th Amendment) Bill, 2025. If the amendment is done, the chief minister and ministers of Union Territories, who are arrested or detained in custody for an offence which is punishable with imprisonment for five years or more, shall be removed from their office.

While the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025, seeks an amendment to section 54 of the Jammu and Kashmir Reorganisation Act, 2019, for the same purpose to be applied in the state of Jammu and Kashmir to enforce the 130th Amendment Act.
