In a bid to bolster childcare facilities for working parents across India, the University Grants Commission (UGC) has rolled out comprehensive guidelines pertaining to the National Minimum Standards and Protocol for Creches. Emphasizing the importance of such centers, the UGC aims to ensure a safe and nurturing environment for children while their parents or guardians are at work.
The University Grants Commission (UGC) has introduced guidelines concerning the National Minimum Standards and Protocol for Creches, emphasizing their operation and management. With reference to the Maternity Benefit (Amendment) Act of 2017, the UGC mandates that establishments with 50 or more employees must provide creche facilities within a specified proximity.
In accordance with the Maternity Benefit (Amendment) Act of 2017, which necessitates that every establishment with fifty or more employees must offer creche facilities within prescribed distances, either independently or as part of common amenities, the UGC has issued an official notification. These guidelines are formulated based on the Ministry of Women and Child Development’s National Guidelines for Establishing and Operating Creches under the Maternity Benefit Act of 2017.
What Constitutes a Creche?
A creche serves as a care center designed to provide a secure and nurturing environment for children while their parents or guardians are at work. These facilities prioritize the health and well-being of children, offering nutritious meals and ensuring a safe and stimulating atmosphere. Moreover, creches engage children in age-appropriate educational activities, fostering their comprehensive development.
Who Can Utilize Creche Services?
The utilization of creche facilities is intended for children aged between 6 months and 6 years, encompassing all categories of employees, including temporary, daily wage, consultant, and contractual personnel. Each creche unit is equipped to accommodate up to 30 children, maintaining a recommended adult-to-child ratio of 1:10 for those under 3 years, with an additional helper. For children aged 3 to 6 years, the ratio should be 1:20, also with an additional helper. Additionally, each creche should designate a responsible creche in-charge.
Location and Operational Details:
The guidelines stipulate that creches should be situated either at the workplace site or in the vicinity of beneficiaries’ residences, within a radius of 500 meters. Operating hours should span between 8 to 10 hours daily, with the appointment of a security guard to ensure the safety and security of all children under care.
