BRUSSELS, Sept 29 (Reuters) – "The people of Moldova have spoken and their message is loud and clear," European Council President Antonio Costa said on Monday following Moldova's pro-European Union ruling party winning a resounding victory over its Russian-leaning rival in a key parliamentary election.
