Thomas Allen McCartney, a Louisiana man with a long history of child sexual abuse has been sentenced to both surgical and chemical castration, alongside a 40-year prison term, after pleading guilty to attempting to rape a 7-year-old girl.

McCartney, 37, a “Tier Three” sex offender, accepted the punishment as part of a plea deal for attempted first-degree rape of a child under the age of 13, Fox reported.
McCartney will undergo surgical and chemical castration and serve 40 years behind bars, the terms of plea state.
The case is based on a February 2023 incident, when a mother reportedly caught McCartney sexually abusing her daughter, according to KPLC.
During the confrontation, McCartney allegedly brandished a firearm to flee the scene and crossed state lines. He was later apprehended at a Houston hotel and extradited to Louisiana.
Thomas Allen McCartney’s Previous Convictions
McCartney has a documented history of sexual offenses against minors. Court records indicate that he was previously convicted of attempted aggravated rape and arrested in 2010 for two counts of aggravated rape of a 12-year-old. He also faced a 2006 charge of felony carnal knowledge of a juvenile.

“This is a horrific crime that never should have happened. Thomas McCartney is a predator that needs to be locked away from others in our community,” Vernon Parish District Attorney Terry Lambright said in a statement.
What Louisiana’s Castration Law Says
Louisiana was the first US state to allow judges to sentence certain sex criminals convicted of child sex offenses to surgical castration. The law was signed by Republican Governor Jeff Landry and as been in effect from August 1, 2024. Surgical castration means surgery to remove the testicles in order to stop production of sex hormones.
Supporters of the bill say it will act as a deterrent to child sexual abuse. Opponents state that surgical castration is “cruel and unusual punishment” against the U.S. Constitution.
Chemical castration, on the other hand, most commonly means medical intervention to decrease testosterone or other sex hormones and thus decrease sex drive, says the Cleveland Clinic.
